American Government to carry out its law excluding the landing of Chinese la. bourers in America. The fee charged for each certificate is #25. It has been fixed after due consideration by the Governor. There is non law under which it is ~ levied.
The granting of these certificates throws

derable amount of labour on this Government, and it, would therefore appear to be only fair that a reason- able fee should be charged. No complaint has been re- ceived of the fee being
